Issue Description
Q: How to configure QinQ VLAN of MA5200G?

Alarm Information

Handling Process
A: QinQ(802.1Q in 802.1Q) is the encapsulation and embedding of double-layer VLAN tags, which aims to solve the problem that one single interface could access 4K VLANs.

In QinQ, the interface at the user side of MA5200G is attached with two-layer Ethernet switches at least, and the switch adjacent to user functions to encapsulate the internal VLAN, and then the uplink layer switch performs the encapsulation for external VLAN.

In QinQ, qinq-vlan vlan-id command helps configure the QinQ VLAN for sub-interface, viz. external VLAN encapsulation, and user-vlan start-vlan end-vlan command helps configure the internal VLAN.

For example:  configure the external VLAN under the interface to 100, and the internal to 1000 through 1040.
      interface Ethernet2/0/12.1
    pppoe-server bind virtual-template  1
    undo shutdown
    qinq-vlan 100
    user-vlan 1000 1040
     access-type layer2-subscriber  default-domain  authentication adsl
