Solution
Yes.

If an outbound interface is configured for a policy-based route, the firewall determines whether the interface is Up. If yes, the firewall forwards a received packet based on the policy-based route. If no, the policy-based route does not take effect, and the firewall looks up the FIB table for a matching route for packet forwarding based on the destination IP address of the packet. If a next-hop address is configured for the policy-based route, the firewall looks up the FIB table based on the next-hop IP address. If a match is found, the firewall forwards the packet based on the policy-based route. If no match is found, the policy-based route does not take effect, and the firewall looks up the FIB table for a matching route for packet forwarding based on the destination IP address of the packet.
