Issue Description

Insert the standby XCS in the OSN. If the wrench on the front panel of the active XCS of the current subrack is open, 30 seconds later, services will be disrupted for dozens of second.

Handling Process
If the OSN is equipped with only one XCS and two wrenches of the XCS are open, insert another XCS in the OSN. About 30 seconds later, services will be disrupted for dozens of seconds.

Therefore, before inserting a new XCS, make sure that the wrenches on the front panel of the XCS of the old subrack are closed. Especially when the services are running, please pay more attention.
