Issue Description
After the OSN 3500 is powered on, in case the voltage and service are normal, the SCC reports the power-abnormal alarm.

Handling Process
Check whether the power is �48 V or �60 V and then set the jumper cap according to the related voltage. In case the setting is correct and the voltage is normal, but alarms exist, return the board for repair.
Root Cause
The input voltage for the OSN is from �38.4 V to �72 V. Within this range, all the equipment can work normally.
The SSN1SCC features the voltage detection function. It can detect two specifications. One is �48 V and the normal range is from �38.4 V to �57.6 V), and the other is �60 V and the normal range is from �48 V to �72 V.
Two inputs are implremented by two jumpers: J16 and J17. J16: channel 1 system power, J17: channel 2 system power. Without a jumper cap: the system is provided with �60 V power; with a jumper cap: the system is provided with �48V power.
