OSPF Fails to Set Up Neighbor because of Confliction of router id in Interconnection Between Two NE40s

Issue Description
OSPF fails to set up neighbor when two NE40s interconnect, but configurations are correct in checkup.

Handling Process
1. Execute display ospf error command to check the error information of OSPF, and such an error as DD: router id confusion is found and increases continuously. 
2. Use display router id command to check the configurations of two NE40s, and the route id configured for both are different. However, use disp ospf brief command to check the OSPF information, and it is found that the route id used by both equipment are the same. It is just the same route id that causes the problem. Although the route id is changed, OSPF uses the route id duplicated before changed because OSPF is not reset so as to make the route id changed take effect, and neighbor cannot set up normally. 
3. The problem is solved by executing reset ospf.
Root Cause
rouer id does not take effect after configuration, and OSPF uses the router id before being changed.
