Handling Process
For active MPUs of NE5000E/80E and those of NE40: 
  1. First perform active/standby switchover before drawing out active MPU. 
  2. Execute power off slot <ID> in command line.
  3. Wait for power-off of LPU, and then draw it out. 
For NE80E and NE5000E, if it is not active MPU, and for NE40E if it is not active SRU:
  1. Execute power off slot <ID> command in command line.
  2. Wait for power-off of LPU, and then draw it out.
