Issue Description
Software Version: vrp 3.10-0426 .
Hardware Information: NE40 CPOS (155M STM-1), the channel changes into E1.
Experiment: Shutdown matching serial port of NE40.
    [Quidway] interface serial 1/0/0/1:0
    [Quidway-Serial1/0/0/1:0]shutdown
At NE40 check with display interface serial 1/0/0/1:0. It is found that the physical and protocol link of serial port are administrately down.
At NE40 ping matching IP of the serial port and it can be pinged.

It is caused by the realization. It also occurs in NE40 VRP 3.10-04XX version.
NE40 VRP 3.10-22XX、23XX has repaired the fault.
