Physical Layer of POS Interface cannot be Up because Channel Check Level of NE5000 and A Company is Different

Issue Description
NE5000 connects with A company. The physical layer of POS interface is down and cannot be pinged mutually.

Handling Process
1. Reduce alarm level of NE5000 router. When it receives that J1 byte and C2 byte do not match, it does not return alarm information to A company. A company's device is up.
2. Match J1 and C2 with flag j1 and flag c2.
3. Check POS interface of two routers with display interface, the physical layer is up and the communication is normal.
Root Cause
The default of J1 and C2 (high order channel) of NE5000 and A company is different. Their channel check level is different.
Suggestions
When NE5000 router and other companies interconnect, notice the difference of default of high order cost and the channel level.
