Some Webpages cannot be Opened because Speed-limit is Configured on NE40

Issue Description
Configure  traffic on uplink interface of NE40:
traffic 230M cdr 230000 cbs 12288
rule-map intervlan any ip any any
flow-action 230M car 230M 5
eacl 230M any 230M
After the configuration, users cannot open google. Cancel speed-limit and it is normal.

Handling Process
Configure action level as 3 on NE40 with flow-action 230M car 230M 3. The problem is solved.
Root Cause
Before the implementation of traffic management, NE40 divides the packet into red packet, yellow packet and green packet.
NE40 has five action level for designated traffic parameter. Each level has different management action for different color packets, as follows:

4          pass      remark   drop 
5          pass      drop     drop
The command flow-action 230M car 230M 5 configures action level as 5 and only permits green packet to pass. The packet of google is labelled with yellow before reaching NE40, so it is dropped on uplink of NE40 and google cannot be opened. CAncel speed-limit and it is normal.
