Issue Description
Have loop test of ODF frame connected 2.5GPOS on NE80E. The physical layer of POS cannot be up. When the fiber is plugged half,  the physical layer of POS is up.

Handling Process
1. Test with emtting power and the emitting power is within the range of received power.
2. Increase optical attenuator and loop test passes.
Root Cause
2.5GPOS optical module of NE80E is long haul module. The emitting power is within the range of received power, so loop test fails. For common optical module, there is overlap between emitting power and received power, so loop test can pass.
