Issue Description

What is the difference between command 'arp static router' and 'arp static bridge' of NE40?

Alarm Information
Null
Handling Process
 A:
'arp static bridge' is used to add static ARP entry. After the configuration, arp entry is formed on corresponding vlan interface board. If users are online from different ports or different vlan and have arp conflict, it means users can only be online from designated interface and vlan.
'arp static router' is used to configure MAC of IP user. The IP address is just for user of the MAC. With the command, as long as MAC address is corresponding, IP user can be online from any port. If MAC address and bound address are different, ARP does not add to ARP and user cannot access network.
