Root Cause
The below mentioned method specifies how to limit the traffic on a sub-interface using CAR :
1. Define a traffic classifier with the required match conditions.
2. Define a behavior with the required CAR  value defined.
3. Create a policy combining the classifier and behavior.
4. Apply the policy in the subinterface sepcifying the direction.
