Upgrade NE Software of NGSDH Product, Open Files to Check, Upgrade Fails

Issue Description
Use Navigator to upgrade NGSDH NE software from the remote, check the version after the upgrade. Use command “sftm-set-fpatrol” to open the files for routine check. The return is: NSERR_SFTM_FPATROL_EXECERR.

Handling Process
For the newly upgraded SCC software, wait for 15 minutes to enable file patrol function.
Root Cause
Check the NE software ofs1 and ofs2, they are OK.
Use "sftm-get-nesoftver" to query the version, it is OK. Waiting for a while, and then try to open the file, succeed. Maybe the problem is related to the starting time of the software reset.
Based on confirmation, the file patrol is designed like this:
After the software is running, the file patrol function can only be enabled 15 minutes later.
The design is to ensure that the file patrol function is enabled after the system becomes stable.
