VOIP has Great Noise and It is Unreachable because of Insufficient Bandwidth

Issue Description
Two AR28 routers install FXS module and serial module. Dial VOIP phone and there is dial-up voice and  ringback. After offhook it is noise or unreachable. Voice signal cannot transmitted.

Handling Process
Solution one: change serial rate that is larger than 38400.
Solution two: Start IPHC compression based on PPP on Serial0.

Root Cause
The configuration of two routers is the same and they are connected through serial module. Change it as LAN and test. The problem is solved. It is related with WAN link bandwidth.
Recover serial and change the rate as 38400. Test it and the problem is solved. If the rate is smaller than 38400, the problem will occur.
