Reduce MP Link Interruption Detection Time of NE40 though the Change of Timer Hold

Issue Description
In wireless bearer network, E1-MP link of two NE40s carries signaling service. If the transmission of E1 link is instable and frequently interrupts, the signaling will be rebuilt and voice service interrupts.

Handling Process
Change timer hold as one second. Send it 10 times consecutively, i.e. it can check E1 link fault after 10s, which can reduce interruption detection time of the link to make sure the signaling is not rebuilt and voice service does not interrupt.
Root Cause
When E1 link interrupts once, MP link of NE40 defaults 100s of the loss and the signaling is rebuilt. Interruption detection time of PPP link of NE40: timer hold, it is 10s by default. It is consecutively sent ten times, i.e. it can check  E1 link fault after 100s and then disables the link. However, during the period signaling packet  is still sent to the problematic link and there is loss.
