The Command Is Invalid After NE80E Enables the next-hop local Command for IBGP Peer in BGP Confederation

Issue Description
1. The networking is shown in the attachment. There are five sub-ASs (AS64001, AS64002, AS64003, AS65002, and AS65003) in AS100 of the carrier. Enterprise C's router R1 is the egress router in AS65003. NE80E and NE40E are in AS65002. NE80E-1 and R1 are EBGP peers of the confederation. NE80E-1 builds IBGP neighbor relation with NE80E-2, NE40E-1, and NE40E-2.
2. When NE80E-1 distributes routes to its IBGP neighbors, it cannot change the next-hop of the route through the next-hop local command. The next-hop of BGP route of NE80E-2, NE40-1, and NE40-2 is unreachable and cannot be the optimal route. The route is distributed to the global routing table.

Configure static routes to R1 on NE80E-2, NE40E-1, and NE40-2. BGP routes are distributed normally. The command is valid when the confederation is configured. Check RFC1771, RFC1965, and RFC3065. The rules do not specify the next-hop behavior of IBGP in AS.
