Unable to modify subnet mask of OSN 3500

Issue Description
One user want to modify the subnet masks of all the NEs throughout the network, but finds it is impossible to modify those of some OSN 3500 NEs. The network element versions are 5.21.13.47 and 5.21.13.47.
The network element IP is 129.9.X.X, and the original subnet mask is 255.255.0.0, which cannot be modified to other masks successfully.

Handling Process
      As all the network elements on the site disable the intelligent features, and NODE ID is 129.9.0.1 by default, it is suspected that the problem may be related to NODE ID. Use the command line to modify the NODE ID of the network elements to another value, such as 1.1.1.9, and modify the subnet masks after the network elements reset automatically. If the modification is successful, the network elements take effect after the reset.      
Root Cause
There are over 160 OSN 3500 NEs, three of which have the problem above, but their version and hardware information are not special in comparison with those devices whose masks can be modified normally.
By consulting the company, we know that the R&D can make this problem recur in the experiment of the OSN 1500 and OSN 3500 of 5.21.13.47 version. As revealed by the actual results on the site, this problem occurs at a certain probability.  
Suggestions

If it fails to modify the subnet masks for an OSN device, the problem is probably related to NODE ID. Try resetting the NODE ID before modifying the subnet mask
