Can't ping through the IP of NE40 which in the same subnet from UA5000

Issue Description
Phenomenon: Ping can reach LSW, but can not reach NE40.
MARSHALL-PVM0(config)#ping -c 15 10.179.7.150 { <cr>|-x<K> }:

Handling Process
Solution: Ping under the VPN instance, like:
ping -vpn-instance NGN_manager 10.179.7.150
But, UA doesn't have this command, So we can make a opposite ping for testing the network is good or not:
<NE40>ping -c 20 -a 10.179.7.150 10.179.7.20
  PING 10.179.7.20: 56  data bytes, press CTRL_C to break
    Reply from 10.179.7.20: bytes=56 Sequence=1 ttl=255 time = 11 ms
    Reply from 10.179.7.20: bytes=56 Sequence=2 ttl=255 time = 12 ms
...........
Ping is successful.
Root Cause
Configuration of NE40:
"interface Vlanif20
description NGN-manager_MSAN
undo shutdown
ip binding vpn-instance NGN_manager
ip address 10.179.7.150 255.255.255.0"
VLAN20 bind the VPN instance NGN_manager, that mean if you want to ping through the IP you must under the VPN instance.
That's VPN's feature, ping through from the PE (backbone router:NE40) to CE (customer edge access equipment: UA). But you can not ping through from CE to PE (in public network). VPN is private network, if you ping through from CE to PE (in public network) that mean the customer's data has been revealed.
