If electrical or optical layer grooming service was not configured then ROAM will block the Laser for Amplifying boards

Issue Description
Two Links were commissioned but still amplifying boards input power is -60dbm. 
 ROAM board received the optical power from L4G or NS2 board within the nominal range, but no out put power generate to amplifying boards.

Handling Process
Amplifier unit of NG-WDM equipment received the output power from ROAM boards when the services were configured.
e.g.  
       TQM-RX/TX------------TQM-LP/LP
        TQM------------NS2,          
        TQM------------WDM time Slot 
        NS2-------------FIU, FIU-----------------NS2
Now the services were configured successfully at NE-A, so now ROAM board will generate the output power for amplifying boards.
ROADM system feature is that when the services were not configured it will block the Light (Laser) and when the services were configured it will un-block laser automatically.
Root Cause
Two Links were commissioned but problem occurs at amplifying units. OBU or OAU board has still not received the input power.

ROADM system Feature is that block the light (output) to amplifying unit, when you have not created electrical layer or optical layer grooming cross connection.
