A:
When the upstream port status changes, the PVMB with dual upstream services switches over. If the port of the active board becomes DOWN, the active/standby switchover occurs and the upstream port of the standby board becomes UP after the standby board becomes active. 
Besides, if the ARP detection is enabled, the active/standby switchover also occurs when the active board cannot receive the ARP message returned by the gateway.
