OSN6800 - SYSTEM_DEF_RUNNING alarm

Issue Description
During implementation we found in WEB LCT that SCC report CRITICAL alarm: SYSTEM_DEF_RUNNING. 
There is no service affection.

Handling Process
OSN6800 equipment supports ASON function. This function requires licenses control on equipment.
The  SYSTEM_DEF_RUNNING alarm means there is no ASON license  in SCC board.
If customer would like to use ASON, the license should be uploaded to SCC. If ASON is not necessary, suppress the alarm.
Root Cause
From Navigator:

From HEXA code and from guide: Alarms and Performance Events Reference, I get the reason:
"The SYSTEM_DEF_RUNNING is an alarm indicating that the system default configuration is running. This alarm is reported by the NE, when the system uses the default configuration due to the license control."
0x01: There is no license in the system
