There are commas in the digit-map of Z company causes unsuccessful long distance call

Issue Description
There is a problem during test between Huawei MSAN and Z company's Softswitch:
When we try to make a long distance call begin with 8, we can not make it, can not hear the dial tone.

UA5000:UA5000PVMV100R017C02B062
Alarm Information
There is an error in flow when problem happens:
"Syntax error in message"
This error is sent from UA5000 to Softswitch just after the digit-map.
Handling Process
1.When the problem happens, get the trace, first, it is a digit-map sent by Softswitch:

and then the UA5000 replied the following error:

2、In the digit-map, we can find many commas, such as[2,4,8,9], but in the RFC 3525 about H.248 digit map, no description about comma. So if there is comma sent to UA5000, UA5000 can not identify them and just reply syntax error. 
3、Z company modify the digit-map on softswitch, delete all the commas-",", problem solved.
Root Cause
As there is an error in the flow, the possible reason is:
The flow or syntax is wrong, the UA5000 can not identify, just reply this error.
