RPR ring did not switch because some of the SDH VC4 were into MSP Ring

Issue Description
There were a RPR ring with SSN2EGR-2 boards and with 3 VC-4 of capacity in the costumer SDH network, and there were a fiber broken event. After this, the RPR ring did not switch to the protection path. This event was affecting to the costumer because the bandwidth with the active LCAS was not enough for the costumer applications.
Alarm Information
LCAS_BAND_DECREASED over both SSN2EGR-2 boards between the fiber broken event.
Handling Process
Change the route of the VC4 that did not switch to one not protected route, and verify that the RPR ring switched to the protection route, also verify that the alarm RPR_PS_CHANGE is present in the SSN2EGR-2 also the alarm LCAS_BAND_DECREASED had disappeared in the boards.
Root Cause
1.Check the RPR configuration in the RPR management 
2.Check if the protection was configured in the RPR ring, it was wrap and steering 
3.Check that one of the VC4 of the fiber broken path of the RPR ring was not alarmed  
4.Verify the route of the VC4 that did not have any alarm, and check that this VC4 was over a MSP ring working route, because of this reason, the LCAS was active and the RRP ring did not switch.
Take care in the configuration of the SDH services VC4s into RPR ring.
