NE40E LPU fails to register because PE initialize error

Issue Description
In a NE40E router, running VRP 5.3 V300R002, it is found that one LPU of LPUB type appears with unregistered - abnormal state when the display device command is used. Also it is found that the board is resetting continuously and the following message is present in the router's log:
%%01SRM/3/MBUSREG(l): SlotIDX, MonitorBUS node register!
%%01SRM/3/PWRONFINISH(l): SlotIDX, board power-on finish!
%%01SRM/4/STARTMODE(l): LPUX send startmode: cold start!
The files of LPU board on slot X are the latest version, and would be reserved!
Startup download for LPU board on slot X finished.
%%01SRM/3/LPURESET(l): LPUX reset, the reason is: LPU report PE initialize error, and reset lpu!
