FTP access doesn’t work when TACACS authentication is enabled due to bad ACS configuration

Issue Description
The user authentication in the NE40E router is configured using HWTACACS. The router can be accessed trough ssh and telnet without problem, but the ftp access is not working.  The following error is displayed:
Connected to 10.165.41.22.
220 FTP service ready.
User(10.165.41.22:(none)):huawei1
331 Password required for huawei1.
Password:
530 Logged fail, authentication directory is incorrect.

Handling Process
1. Check the ACS configuration.  It is found that the ftp directory attribute is not configured.
2. Configure in the ACS a custom attribute for the ftp directory with the value ftpdir=cfcard:/. After that the ftp access is ok.
Root Cause
The router is not receiving the ftp directory attribute correctly.
