Issue Description
After downgrade was done, Metro 100 reports NO_BD_SOFT alarm as critical one.
Alarm Information
NO_BD_SOFT
Handling Process
when command for query software version was executed, the result was as follow:
#9-111:szhw [][][2008-10-18 17:02:44]>
:sys-get-nesoftver
                               VERSION-INFORMATION
                  NESOFTNAME  VER               DATE      STATE
                  NSF1        5.42.01.20P02     20050831  active
                  NSF2
                  BIOS        8.17.04           20060816  active
                  Logic       (SCC)120

In fact we don't have packets in nsf2 but when we tried to load packets by navigator (To nsf2), was not possible to load.
The only solution was by using command for copy files from nsf1 to nsf2 as follow:
:sftm-copy-file:2, "/ofs1/hwx/ne.ini", 2, "/ofs2/hwx/ne.ini";
:sftm-copy-file:2, "/ofs1/hwx/nesoft.hwx", 2, "/ofs2/hwx/nesoft.hwx";
:sftm-copy-file:2, "/ofs1/hwx/page.web", 2, "/ofs2/hwx/page.web";
This equipment support this kind of commands and the problem was solved.
Root Cause
Is possible that Engineer on site have not loaded packets to nsf2 dir in equipment. Besides, he did'n check alarms after operation on site.
Suggestions
When you upgarde or downgrade equipments,  ensure to load packets to both nsf1 and nsf2.
Metro 100 is plataform 5 equipment and is possible to copy files by using above method.
