Issue Description
When the working and protection channels of cross-NE and cross-subrack client-side 1+1 protection are IN_SF, the created protection group may have the following status: Switching status Current working channel Status of the working channel Status of the protection channel

Handling Process
Only the switching status of the protection group is incorrectly displayed. As the working and protection channels are in the IN_SF state and services are interrupted, the display becomes normal after the fault of channels is rectified. 
Root Cause
When the working and protection channels of the cross-NE and cross-subrack client-side 1+1 protection are IN_SF, the protection group should be created as follows:
1. Initialize the status of the working and protection channels ofthe protection group into IN_SF, open the active and standby lasers.
2. The working channel reports the IN_SF event. As the working channel is in the default status, no operations need be performed for the active and standby lasers.
3. The protection channel reports the IN_SF event. As the working channel is in the default status, no operations need be performed for the active and standby lasers.
Query the switching status of the protection group in this case. The two fields (switching status and current working channel) are obtained form control units (DCP/OLP boards), and the active and standby lasers are enabled, so the switching status of the protection group is IN_NORMAL and the current working channel is WORK (may be BACK at creation). The switching status of the working and protection channels is obtained from the OTU board is IN_SF.
