Lcas WTR Time cause the continue of TU-AIS alarm

Issue Description
EGS4 board configure with LCAS. If we set the WTR_TIMR to 30S, the timeslots shielded by the LCAS will wait 30S after the timeslot restored. So the TU-AIS will exist more 30S. 
Alarm Information
TU-AIS will exist more 30S after the service restored. 
Handling Process
In the testing, customer wants the ethenet service restored  when the timeslots are restored. So we change the WTR Time in the T2000 to 0. 
Root Cause
WTR_TIMR refers to the Wait-to-Restore time. During this time, the timeslots shielded by the LCAS become available from unavailable, and then they wait to join the LCAS virtual concatenation groups.
Suggestions
The SSN1EMS4/SSN1EGS4 does not support this setting.
