The Multicast User of the MA5600 Cannot Go Online Because the Bandwidth CAC Check Fails

Issue Description
The MA5600 provisions the multicast service by adopting the IGMP proxy mode. After the data configuration is complete, the multicast user, however, cannot go online.

When the bandwidth CAC function is disabled, the multicast user can go online and receive the multicast stream. 

 
Root Cause
Enable the debug function of the MA5600 to check the IGMP debug packets. It is found that the bandwidth CAC check fails. On the MA5600, by default, the allocated bandwidth of the multicast program is 5000 kbit/s, the bandwidth CAC function is enabled, and the percentage of the bandwidth allocated to the user is 100%. The ADSL multicast user can go online when the actual downstream activation rate is equal to or larger than 5000 kbit/s, which is the downstream activation rate (kbit/s) x 100% ≥ 5000 kbit/s. The rate of the ADSL port on this node is set to 2 Mbit/s, so the bandwidth CAC check fails. 
Suggestions
1. For the provision of the multicast service, it is recommended that the bandwidth CAC function be disabled or a proper program bandwidth be specified when the program is added.
2. For the VDSL and SHDSL users, the downstream rate of the port is the same as the maximum rate in the line profile.
