NE40E BGP sessions with C devices are in no negotiation state

Issue Description
NE40E bgp connections are always in state 'no neg', but from the side of C these bgp connections are always 'established'. The bgp is operational. However we can't verify actual status of bgp from the side of Huawei

Handling Process
1. We check the basic bgp configuration at both side (AS no, Peer command, router-id,) are corrected.
2. Both routers can ping each other and there is no filter list or authentication password between NE40E and C device.
3."No neg" means bgp ipv4 unicast peer is shutdown manually. We observed that on C router was configured
 No active peer 10.0.10.4
 - That is why we had no neg. state of BGP. 
We undo that command and BGP changed state to Established.
Root Cause
1.check the BGP configured at both side correctly
2. check the TCP connection between to device were establish at port 179
3.check the peering log and debug message to find out reason
