We can see the following log messages in the device:

Handling Process
The solution is to clean fibers, review the transceiver and check the optical power we receive from the transmission line.

Root Cause
As there are persistent error packets on the link, and the interval between two packet is short than 8. So the reasons are the following:
1.there are persistent error packets on the link.
2.the connector has problem,and not connect well.
