Issue Description
BER and Resyn ration fail to be measured because the port is not bound to a service profile. The symptom is that the number of valid ports is displayed as 0 in the output monitoring report, but no error or alarm is generated. In the port rate fulfillment ratio report, however, the number of valid ports is displayed normally.

1. In the port rate fulfillment ratio report, the number of valid ports is displayed as non-0, which indicates that the port type is supported and port information is already collected. 
2. Check port settings. It is found that the port is not bound to a service profile. Bind a proper service profile to the port. Then, the fault is rectified. 
Root Cause
1. The port type is not supported. 
2. The data fails to be collected.
