Issue Description
In the case of the OptiX OSN 8800 whose NE software version is 5.51.05.23, the SCC transiently reports COMMUN_FAIL alarms for many times.

Handling Process
1. By observing history alarms and performance events, Huawei engineers detect that the temperature of the equipment reported by the SCC is within the range of 70°C to 75°C when the SCC transiently reports COMMUN_FAIL alarms for many times.
2. After consulting with users, Huawei engineers detect that the air condition in the telecommunications room where the equipment is located is faulty during transient reporting of the alarms.
3. By analyzing the collected data, Huawei engineers draw the following conclusion: If the temperature is excessively high, the time sequences of the CPU and memory are insufficient. As a result, the SCC is abnormally and irregularly reset. After the temperature becomes normal, the alarms disappear.
