ASON services failed to be rerouted due to the anti-contention mechanism was enabled

Issue Description
A large number of optical fibers cut in the ASON network of an abroad customer, and some ASON services were interrupted because they failed to be rerouted.

1.When the TCEVENT message is blocked, the following information is displayed:

2.Disable the anti-contention mechanism by running the following command:
:sc-set-reave-flag:disable
3.ASON service was able to be reroute, and service restored 
Root Cause
1.The TCEVENT message is blocked in this ASON NE. Consequently, these services fail to be rerouted and then interrupted. In addition, the operations such as
 optimizing or deleting the services fail or partially fail. 
3.Blocking of the TCEVENT message occurs when the anti-contention mechanism of ASON services is applied to a special scenario. 
4.R&D engineer reproduces the live-network problem in the laboratory. The anti-contention mechanism, which is a function developed for a special scenario of a carrier, aims to rapidly and successfully reroute certain services when a large
 number of fibers are cut and when network resources become insufficient. 
5.The customer can work around the TCEVENT blocking problem by disabling the anti-contention mechanism.
Suggestions
If there is no special request for anti-contention mechanism, please disable it.
