Issue Description
Application requirement:
Company has the branches in city A and city 
Router 1-A and 1-B has a different s-VLAN ID:1 an ID:2.
1-A connects with OADM-A-L4G-RX1/TX1,
1-B connects with OADM-B-L4G-RX1/TX1, 
for a reason we can't modify the S-VLAN for the router
Q: How to configure the EVPL service between the two routers ?

A: Select Translate S-VLAN operation type
If the source S-VLAN labels of the packets processed in the service are translated into the sink S-VLAN labels, the source S-VLAN label must be different from the sink S-VLAN label.
