Issue Description

 customer has issues in their core with the MSTP.They have 6 MSTP instances in the core. Flapping occurs in the network when activating an MSTP instance after adding a new VLAN to the instance. The flapping occurs on the unchanged MST instances too.This is very disappointing behaviour on the core.

Handling Process
   Check the log file , you will find some TC packet , this will lead to the mac refresh.
Root Cause
    After adding some vlan, it indicate some topologe-changed event happened, it will generate "TC" protocol packet ,which is a global packet , all the involved swtich received this type packet will refresh Mac address table , so these will be a flapping .
Suggestions
   Before service up-line , make sure the topology layout is stable and it's better not to change the topology frequently .
