FAQ-Why GSCC can not be switched

Issue Description
Customer find SWDL_CHGMNG_NOMATCH on GSCC and want to load package software to solve it;
Before he load the package software, he test GSCC switch and find GSCC switch fail (error code:38763)
GSCC version:  5.51.04.24

Handling Process
1, If people lock switch by manual, it will record in GSCC

2, Ask engineer check GSCC was locked by Tool or not(This information will not exist when we soft reset GSCC)

3, Engineer check and find it was locked when they upgrade NE.
engineer soft reset GSCC and problem solve
Root Cause
There exist two causes:
Cause1   Some people lock switch by manual
Cause 2  GSCC were be locked when load patch or package software;
Tool(T2000/U2000/DC) will lock board switch firstly before it load software to board; It will unlock GSCC when upgrade successful;
If engineer upgrade fail, sometime Tool did not unlock GSCC;
