3G Site was fluctuating

Issue Description
3G site was fluctuating (NE 4328)

Handling Process
Temporary  Solution:
Disabled  one of the port connecting from RTN to OSN say EMS Port 6 (Spoke) on the MW side .
Now, the Broadcast storm is OK i.e. site is not fluctuating.
Permanent Solution:
Whenever protection need to be defined between 2 Ports of RTN & OSN, LAG needs to be defined over there.
Root Cause
-> Checked whether the MAC which we are getting from Node B (Port->2) of EMS board of NE 222 is constant. It was OK.
-> Checked the RMON performance of the Port 2 (EMS Board)(NE 222) connected to the fluctuating NE (4328) -> There was a lot of broadcasting towards our fluctuating NE 4328
-> ODU performance of NE 4328 & NE 222 -> OK
-> Performance of the ports (EMS) on FNP connecting towards the NE 4328 & towards OSN direction:
The broadcast packets at the RTN 694 (FNP) connected to 
OSN 3-SLP-1 -> Rx>>Tx.

Similarly, the broadcast packets at the RTN 694 connected to

This means the broadcast packets Rx from OSN side was very high compared to transmitted.
Observed and analyzed that 2 Ports of RTN are connected to 2 Ports of OSN i.e. EMS P5 with OSN 3-SLP-1 & EMS P6 with OSN 4-SLP-1 & LAG is not configured on OSN.
Suggestions
Whenever protection need to be defined between 2 Ports of RTN & OSN, LAG needs to be defined over there.
