SFP do not support 2.5G rate cause LWX2 report R-LOC alarm

Issue Description
when LWX2 boards connect together, it report R-LOC alarm in port IN/OUT.
The service type is STM-16.
version:5.67.01.25  V100R001C01SPC003
NMS version: T2000V2R7C03SCP009

Handling Process
1,check the rate we set on NMS, for the service is STM-16(2.5G), the rate should be set as 2488.3 on NMS, after checking , it is correct.
2,from the information of the board, the SFP (module of port) is Description=1300Mb/s-1570nm-LC-90km(0.009mm), so we can sure that this kind of SFP dont support 2.5G rate, so that is the reason why it report R-LOC alarm .
Root Cause
For this problem, it may cause by :
1,the rate of the port set on NMS may be wrong.
2,the SFP dont support this kind of rate.
Suggestions
replace the SFP , which type may be :Description=2500Mb/s-1570nm-LC-100km(0.009mm).This kind of SFP can support 2.5G rate.
