Issue Description
Q:
When rebooted the router after modifying the startup version the version was downgraded successfully, and all the boards were successfully registered, but the bgp and isis peer on pos 3/0/0 didn't get up .

Root Cause
A:
Confirmed with R&D that v600r003 has modified the encrypting algorithm of isis and bgp against v600r001,
So if upgrade, the v600r003 will know the v600r001 encryption algorithm, upgrade can be processed normally.
And if you downgrade from v600r003 to vv600r001, the v600r001 can’t know the encrypting algorithm of v00r003 , so it could not processed normally
