The call with PRI ISDN isn't established due to oversea parameter name 4

Issue Description
When we want to establish call using PABX , the call doesn't establish due to light 2 of the PABX not stable even :
1-interface H248 is normal
2-IUA link is normal

PABX have two lights , one for physical state and the other for call flow state between PABX and SoftSwitch.

The network is :

Terminal phone => PABX => MxU (MA5612)=> Spliter =>OLT (MA5600T)=> TSS (E vendor SoftSwitch).

the version of each network element is :
  • ma5600-t program version : v800r008c01
  • ma5612 program version : v800r308c00
  • version of borad the MA5612 :

Handling Process
 
I have tried many time to change oversea name 4 to value 1 and 2 , when i have change it to 2

The call is established with success.
The command is :

Parameter name index: 4     Parameter value: 2   Mean: Flag of changing TEI value for software switch, 0:no change, 1:set TEI value to 1, 2:set TEI value to 0   

Root Cause
1. PABX have two light, one is responsible to show us if PABX receive signal , other one is responsible to show us if call flow is ok between PABX and SoftSwitch , the first one is stable ,and it means that physical is good and PABX receive signal .

2. The second one is not stable, when we have did trace from PABX , PABX show us that in the trace when PABX send Actetablish the Softswitch reject it.
the problem is located in :
-MxU MA5612
- GPON MA5600T
-SoftSwitch the E vendor

3. PRI ISDN is working with other vendor normal means that problem is not in Softswitch. for GPON MA5600T did switching then problem is not on it. for MA5612 we have IUA link is normal and also interface H248 is normal.

4. In Hedex i have found that oversea parametre name 4 is responsible the flag of modifying the TEI value of the peer softswitch.
