Issue Description

One day customer k configure ethernet services with the committed access rate (car) function when he tried to downloads data by using the ftp tool, the download speed reaches only 10% of the preset speed.

the data card was SSN5EFS0 OSN3500 V100R009C04

Handling Process
1-Check configuration it was ok.
2-Change the PS and FTP tools no change
3-Remove the CAR the problem solved, but the customer want configure the service with CAR.
4-the RND check the data and found we need a software upgrade to the OSN. to version V100R009C04SPC203 which is optimized so that the PBS is increased.

Root Cause
The peak burst size (PBS) on the SSN5EFS0 board is low. therefore, the board is intolerant of drastic traffic changes and data throughput on the board is low.

Summary

When OSN3500 (Ver. later than V100R009C04SPC203 ) with SSN5EFS0 card is configured with CAR  then we need to upgrade the OSN to V100R009C04SPC203
