The amplifier board report the VOA_ADJUST_FAIL alarm due to the DCU module attenuation is abnormal

Issue Description
Some sites have the voa_adjust_fail alarm, need to handle the problem.

Handling Process
1, first need to check the attenuation of the oau board from the tdc to rdc port, use the optix power meter measure the value, and confirm the attenuation value, if the attenuation exceed 17db, the alarm will be occurred
2, second confirm whether is the fiber attenuation is too high, use the optix power meter measure the tdc/dcu/dcm port directly segment by segment, for measuring the fiber, confirm the fiber attenuation, if the fiber attenuation is too high, first clear the fiber port, if still have the problem, then need to change the fiber
3, if the problem still exist, need to check the dcm/dcu attenuation, comparing with the module normal attenuation if the attenuation is too high, need to change the dcm/dcu; In this case because the DCU module attenuation is big than the normal insert loss, after change the DCU, the alarm disappeared
4, if all the attenuation is normal, the alarm still exist, then need to change the oau board

Root Cause
because the oau board have the adjust capacity, if the attenuation exceed the capacity, the board will report the voa_adjust_fail alarm, normally the attenuation should be less than 17db from the tdc to rdc port

1, the optix power meter
2, the new fiber and the fiber cleaner
3, the dcm/dcu module – the type you can get from the logical fiber design
4, the oau board – the type you can get from the logical fiber design
