Different annoucement (number not register) when A call B and vice versa.

Issue Description
There are 2 numbers A and B. 
First scenario was A number not registered. When B call A, B number will heard annoucement played "Number you dialed is unreachable". The annoucement is correct.
Second scenario was B number not registered. When A called B, A number heard annoucement "Number you dialed is not in service".  This annoucement is incorrect.

Handling Process
ToneURI: specifies the tone file to be set in the ATS9900 configuration database. The correct annoucement ToneURI is 20. Modify MRFTONE to change the ToneURI to 20 and the test again.
MOD MRFTONE: TID=20, TURI="20";
After modify the ToneURI, the annoucement played are same when A call B and vice versa.
Root Cause
From A-ATS trace, in INFO msg, we can see  <audio uri="20" xml:lang="eng"/> is different from B-ATS.
B-ATS:

Run LST MRFTONE in A-ATS. The TID can refer to audio uri.
