A Policy Cannot Be Moved On the USG5330's Web Page Because the Action Filed Of the Policy Is Empty

Issue Description
On the USG5330 V100R003C01SPC006 sWeb interface, a user moves a policy by performing the following steps:
  1. Choose Firewall > Policy in the Menu navigation tree.
  2. Select policy 10 and move it after policy 20. The operation succeeds. 
  3. Select policy 11 and move it after policy 30. The operation fails.

Handling Process
Enter permit in the Action field of policy 30. Then policy 11 can be moved after policy 30.  
Root Cause
Because policy 10 can be moved successfully, an attempt is made to move policy 10 after policy 30, but fails. So the problem does not originates from policy 11.
Then an attempt is made to move policy 10 after policy 29, and succeeds. So the problem originates from policy 30. The comparison between policy 30, policy 29, and policy 20 reveals that the Action field of only policy 30 is empty. After permit is entered in the Action field of policy 30. Then policy 11 can be moved after policy 30.
This problem occurs because the system does not allow the Action field of the destination policy to be empty when a user moves a policy, but does not provide relevant messages.  
Suggestions
This problem occurs because the system does not allow the Action field of the destination policy to be empty when a user moves a policy, but does not provide relevant messages. When configure a policy, do not leave the Action field of a policy empty to prevent such a problem.
