The L2TP Dial-up Fails Due to IP Address Conflict

Issue Description
PC—ADSL router—USG2210—LAN
The client dial-up fails, and can pass through step 4 (tunnel protocol negotiation), but fails to pass through step 5 (link protocol negotiation). Key configurations are as follows:
l2tp enable

 ppp authentication-mode pap
 ip address 4.1.1.1 255.255.255.0

 allow l2tp virtual-template 1

Handling Process
1. Check the client. The configuration is correct.
2. In AAA configuration, the IP address of Virtual-Template1 (4.1.1.1) is contained in the IP pool 1. Modify the address scope as from 4.1.1.2 to 4.1.1.99. The problem is solved.
Root Cause
1. The client is incorrectly configured.
2. The firewall L2TP configuration is incorrect.
