Issue Description
The customer uses the USG2220 as the network egress. Currently, the USG2220 is managed through public network. The customer wants to manage the USG2220 through Telnet by controlling public IP addresses.

The configuration procedure is as follows:
[USG2000]acl 2000
[USG2000-acl-basic-2000]rule  permit  source  192.168.100.0 0
//Set the firewall whose public IP address is to be controlled.

[USG2000-aaa]local-user  root password  simple  root@123
[USG2000-aaa]local-user  root  service-type  telnet

Root Cause
In Telnet mode, the IP address scope can be controlled in ACL mode.
