The failure of the fan module of RH1285 results in serious noise

Issue Description
One of two new RH1285 rack servers in some bureau has big noise when powered on, but it can do the self-check and lead the installation of system normally.

Handling Process
Step 1. Log in the WEB management interface to check the system state information through the default management network interface of the rack server, there is fan warning.
Step 2. Check the status of the fan modules, it was found the fan 1 and fan 2 have status error while the speed of fan 2 was zero.
Step 3. Power off the server, open the server to check the fan modules. It was found that the power cable has stopped the vane of the fan 2. Manage the power cable and check the status of the fan modules, and it came to normal.
Step 4. Reboot the server, the server entered the low-speed status with normal noise after self-check.
Root Cause
In the beginning of the power-on, the fan runs in high speed with the biggest noise. The noise should be normal when the intelligent fan module slows down after the self-check. The noise keeps big would have some business with the fan module itself. Some fan module maybe broken.
