Issue Description
How to add a third party network element to VSM
The equipment type whose network management already has been adapted please see "product version supporting table".

Root Cause
Step 1, login VSM system monitor client, right click the "universal equipment process" of the "process monitoring" page sign, select "start-up process".
Step 2, configure the third party network element IP address, make sure can ping pass between the network management and network element, namely guarantee VSM can communicate normally with the third party network element.
Step 3, optional: configure SNMP network element’s SNMP access protocol parameters, which are consistent with the parameters configured by SNMP parameter template existing in VSM.
Step 4, login VSM client, right click in the main topology, select "new > network element".
Step 5, choose the network type which waits to be created in the object type tree of pop-up dialog box’s left side for “ICMP Device” or “SNMP Device” subtypes under the"3rd-Party " node.
Step 6, input network element attribute’s value information.
Step 7, Click "ok", complete to add the third party network element.
