Issue Description
In the Dc equipment room unified distribute power supply environment, test equipment before power on, after passed the test, and then execute the power on operation steps.

Handling Process
1, connect the power cable which supply power for equipment, but don’t power on;
2, completely abandon the control of the two spanners of the board which has rack installed, pull out the board a centimeter to make the board under the state that can be power on, but don't power on;
3, use multimeter test the voltage of each power, under normal circumstances, there is a voltage value A when doesn’t power on;
4, open the air switch of the equipment’s power supply circuit, power on the equipment;
5, check whether the fan module works normally;
6, use multimeter test the voltage of each power, under normal circumstances, there is a voltage value B when doesn’t power on, |B| > | A |, and scope is between -48V±20%;
7, close the air switch of the equipment’s power supply circuit;
8, insert the board back, closed the up and down two spanners, make the board in electricity state;
9, power on again, the subrack starts, check the board after it is power on t, view the indicator light of the board is normal or not.
